it happened before 3:00 this afternoon when a cement truck and the passenger car collided. all traffic is being diverted from the area. we have a crew heading to the scene. we will update you as new information comes in. we have more breaking news from nearby reston. a man was shot around 4:15. there is no word on the victim's condition. a helicopter is on standby to transport him from the scene. and local surgeon is in jail accused of being a drug dealer. he is accused of writing fraudulent prescriptions that reportedly sent a powerful -- a flow of powerful painkillers into account. >> this is one of the cases where people in the community recognized something was not quite right even though it was a doctor's office that had been there for many years. >> the doctor was taken in

handcuffs out of his medical office and placed in the back of the police cruiser to be taken to jail. police say this was a prolific practice giving out more than 8000 pills a week where ar oxycontine and morphine were given out to those who paid up. neighbors said the lines were suspicious. >> a lot of people had cashed in their hand. >> he is an accredited position, a general surgeon with local hospital affiliations. prince william county police say he issued prescriptions for painkillers on a cash only basis. >> he would sell the prescription medications to people who did not have a valid

reason to need them. it was all done under the table. >> they also arrested a man who lived in the basement of the doctor's office who is accused of helping with the drug operation. detectives say attics flocked to the office from all over to get the illegal drugs. >> that is one less person to be drawing the negatives in. >> as part of the ongoing investigation we're told they also searched his home in alexandria. he is being held without bond at the detention center. 3.5 million gallons of raw sewage spilled into a maryland creek this morning. it happened at the frederick waste-water treatment plant. a power outage triggered the spill. the plant resumed operations using generators overnight.

coach bymike mcqueary stands as the only adult witness to the incidents. questions have come up about whether he saw or only heard the attack in the shower. close friends and testified that at the time, he told them repeatedly hit only heard what sounded like an appropriate contact between sandusky and the boy. that is what legendary coach joe paterno said he remembers mcqueary saying and that is why police were not immediately called. some are hoping it will give the coach a measure of vindication. >> they did what they had to do. i think it was a hasty decision. >> the hearing will be held in the county courthouse. 1300 people injured a raffle to get seats.

news from the west coast. occupy protesters converged on some of the busiest ports. many of the pork operators say they sent workers home out of concern for health and safety. police report just a few arrests and no major clashes with the protesters. just 13 days to christmas. today is called green monday, one of the busiest days for on- line shopping and shipping. >> it also coincides with what is happening at fedex. a lot of the trucks are on the roads right now. it is the busiest day of the year and in fedex history. in 40 years, it is the busiest day today. it has to do with what people are doing on-line, especially

call from a rock. all of these families anticipated a year-long deployment. another call came from the upper ranks. with the drawdown of troops under way, all of the virginia national guard soldiers from 183 are heading home six runs early. the 134th return home today. the largest group virginia has sent into a conflict since world war ii. it is good to see the families back together again. first lady michelle obama dropped by children's national medical center today. she read to hundreds of children. she also visited the pediatric intensive care unit and the intestinal rehabilitation unit. she continues a long tradition that dates all the way back to mrs. truman. the weather this time of year can be quite deceptive. i looked out the window and it was nice and sunny. >> last december was really cold this time of december. we are getting a break now and

pretty much will for the rest of the month. let's take a look. we are showing you some of these no gun operation -- the snow gun operation. there is no natural snow, but they are putting down a good base. the weather is favorable for nighttime snow-making. the wind is pretty much calm across the region. check out the morning low temperatures. we got to 29 at reagan national. the last time it was that cold was in early march. we saw a nice recovery in the mid 40's.

it is 45 in fredericksburg right now. florida is starting to cool down a bit in the north part of the state. it is 61 in jacksonville. there is no bitterly cold air across the map. a storm center will be firing up in the southwest part of the country. the net result will be a warming trend for us. we will have some high clouds but no major storm is. the next event will be a cold front on thursday. before then, we will have a warm-up. we will have increasing cloudiness. it will be thursday evening before showers come our way. high pressure is giving us some nice days. that will move off the east coast tomorrow night.

year more than 1.5 million bags have been lost or damaged. american eagle has reported the highest percentage of mishandled bags and airtrans the lowest. then there are the pesky flight delays. the report found 81.5% of flights departed on time. at dulles, they left on time just 82.3% of the time. reagan national flights left on time 89.4% of the country airlines across the country and had a great month in terms of on-time arrivals. 89% limit on time. that is the ninth highest month in 17 years. with the holidays just weeks away, this month could be a different story. >> if i have to travel, we are

for a joyride and crushing it. >> he is not the only one in trouble. >> all five occupants of the car were in court this afternoon. last year, there were 600 juveniles charged with crimes related to stealing cars. this most recent incident yesterday ended up with all five occupants of the car going to the hospital. the call went out on sunday morning. two young men were seen trying to break into a jeep cherokee brandishing a shotgun. a police officer spotted them and gave chase reaching speeds of 70 miles an hour in an residential neighborhood. behind the wheel was a 12-year- old boy with four passengers. four boys and one girl between the ages of 12 and 15 were taken to the hospital. >> where are their parents? why are they doing this? >> this is not an isolated

incident. there been more than 3500 cars stolen in the district this year. that number is down from previous years. the number of juveniles being arrested for car theft and carjacking is up. recent statistics showed juveniles make it 7% of all arrests but account for all -- 45% of those arrested for carjacking and robberies. >> i am not saying it is right but you are building buildings and to avoid all the programs for the kids. what do you want them to do? >> when children as young as 12 are stealing cars -- >> they do not have enough to do. the parents are not involved in their lives. >> the 12-year-old and passengers have been charged with unauthorized use of a vehicle. the shotgun turned out to be a

bb gun. the officers who first spotted them says he was drawn to the vehicle because he could not see anyone driving it went past him because the 12-year-old was so small. mark segraves for abc 7 news. here is a look at the other top stories. thousands attended the funeral service at virginia tech for officer deriek crouse. he was shot and killed on thursday by ross ashley. he later turned the gun on himself. crouse is survived by his wife and five children. the prince william county assurgent is in jail for illegally dealing prescription drugs. dr. alex yadao was arrested at his office earlier today. he was writing fraudulent prescription for up to 8000 calls a week, including morphine for those willing to pay. you know about black friday

and cyber monday. welcome to green monday. with less than two weeks until christmas, businesses are hoping for a big spike in online sales that need to be shipped. fedex says it is shipping 17 million packages today. that is twice the daily average. a new development signals growth but is sparking concern for residents and shoppers. the construction project will close part of the road and parking area in downtown bethesda. this will not be a quick fix. >> if you think it is hard to get around bethesda or find a parking space now just wait. a major development may make those issues even more frustrating. >> it is only going to make it worse. >> this parking lot is known as lot 31. it is about to be shut down. a new $200 million development is about to be constructed.

the product will include 80 condominiums and 150 apartments. this highly popular parking lot will also be closed for 30 months. that means a loss of nearly 300 parking spaces for nearly three years. >> there is not enough parking now. when they close this lot, i do not know if i will be coming here. >> we may think twice about coming down here. expanded in an effort to move people from parking garages into downtown bethesda. the tough economy is taking its toll on another virginia- based business. the room store has filed for bankruptcy. the discount furniture retailer is hoping to reorganize and get back on its feet. it owns 66 stores in eight states including virginia. the company says a number of stores will close as part of the reorganization plan in montgomery county intersection is open after a water main break this morning. the road was closed for a few hours today as the crews fixed the water main. things are back to normal this evening. speeding cameras brought in $16 million in revenue. they brought in 20,000 tickets on the beltway.

there were 11,000 on 270 in frederick county. aaa officials say the cameras also reduced the number of speeders. it is time to check on the traffic situation. >> we are dealing with an accident on northbound 95 in virginia just before the beltway. it is shutting down the right lane. it only has slowed traffic at the scene. on southbound 95 in virginia, there are delays from quantico. westbound 56 is slow. let's take a look at the maryland cameras and talk about 495. it has slowed traffic on the loop. there are delays from 50 to 270. the outer beltway has slowed traffic to 56. all lanes are open in each direction. coming up, michelle obama

we have important information about breast cancer treatment. a new report shows the side effects from treatment are not always immediate and not always physical. >> breast cancer survivors have more to worry about than a return of the disease. a new report finds breast cancer survivors may experience cognitive problems several years after treatment. they compared women who were

treated with chemotherapy and radiation radiation only, and those with no history of cancer. they confirmed previous research that chemotherapy can cause problems with memory and concentration up to three years after treatment ends. those who got radiation only often had problems similar to those who got chemotherapy and radiation. that suggests chemotherapy is not solely to blame for the side effects. >> the study found no evidence of cognitive problems from hormonal therapies. doctors say the next step is to figure out why these treatments vary when it comes to memory issues. first lady michelle obama is jumping for joy over a new world record. she confirmed her bid to break the record for the most people doing jumping jacks in 24 hours was a success. national geographic kids magazine helped to organize the effort in october as part of her

special education students in d.c. have released taken a school bus to school. that could be changing. >> some people are upset about a new mode of transportation. >> we are outside the bus lot on new york avenue. d.c. only uses buses for special education students. they are transported by school bus door to door. often there are only a few children on the bus. it is extremely expensive. the city would like to have smaller, cheaper vehicles. they tried before and have been challenged before. it seems they are being challenged again. at the new york avenue bus lot today, not only were yellow school buses being used to transport children, so were these vans. they have contracted with the company to pick up special a student.

the state superintendent of education announced the city plans to buy 80 of its own multi-purpose vehicles or man's -- vans to replace part of the aging fleet. >> what in the world happens if a kid is involved in an accident? >> i am advising that they not use these vehicles unless the legality has been clearly established. >> are you concerned about the safety of the vehicles? >> yes. >> he says the vans were deemed unsafe when he ran the system. he is waiting for court officials to show him prove otherwise. >> we have committed to purge -- show that to him and are on track to do that. >> would you have a problem with
